Our Herndon-based team is growing, and we need assistance both in an HR capacity and in a recruiting support capacity. As such, we are seeking an individual who has a hybrid background: a small base of experience in recruiting (open to individuals with either a corporate or an agency staffing background) with a significant amount of experience in an HR generalist/team lead capacity at a large professional services organization. The selected candidate for our position will have the chance to grow within this newly-created position by providing locally-based human resources guidance as well as providing frontline recruiting support. This role will report directly to the COO and VP of Federal Sales and serve as a member of the Capgemini North America HR team. On recruiting tasks, the selected candidate will work directly with the CGGS Recruiting Lead for specific search tasks. Ideal candidates have 8-12 years of experience in a combination of recruiting and HR roles.
HR responsibilities:
Administer existing human resources plans and procedures for company personnel; leads the implementation of North America HR policies and procedures for the CGGS community
Designs and implements additional CGGS-specific policies & procedures, as needed, in the form of a CGGS-specific employee handbook and/or a policies & procedures manual
Handles employee relations counseling, outplacement counseling, and exit interviewing
Assists with the coordination of an internal quarterly newsletter for staff members
Maintains compliance with federal and state regulations concerning employment
Coordinates the onboarding of new employees
Leads the coordination and facilitation of mid-year and end-of-year performance reviews using our newly-developed performance management system
Provides HR support in the areas of career management (including the management of internal “Counseling Families”, a part of our existing “People Manager” program) and team member advice regarding available training opportunities, both locally and online through corporate intranet
Works with Capgemini North America HR team members to align best practices where appropriate; in addition:
Facilitates the transfer of candidates interested in moving into the Government Solutions business unit
Liaises with capacity management and resource management to continuously leverage North America “bench” resources who may fit open needs within CGGSOther duties as assigned
Recruiting responsibilities:
Support a volume of 5-10 open permanent hire requirements at a time mixed between our federal, state and local teams (mix of billable and pipeline positions) through the entire recruiting lifecycle
Source candidates using a variety of means (CGGS employees, offshore recruiting team, job boards, social networking tools, etc.)
Attend local recruiting events (job fairs, college fairs, user group meetings, etc.) to screen talent and network with potential team members
Help develop a candidate database to track current team members and future candidate profiles
DESIRED SKILLS AND EXPERIENCE:
US citizenship (current or expired clearance preferred)
Prior experience working within a professional services environment serving the public sector/US Federal Government market; prior experience working at a mid-to-large sized management & technology consulting organization is strongly preferred
Minimum of 8-12 years of HR experience with increasing levels of responsibility
Excellent verbal and written communication skills
Comfortable serving as the “people executive” on a management team
Extensive experience in employee relations, compensation reviews, business unit presentations and C-level interaction
Proven success in leading the implementation of new HR policies & processes across a matrixed organization
2-5 years of experience recruiting professional, cleared, client-facing candidates for public sector positions with backgrounds in some or all of the following skill areas: SAP (technical & functional); independent verification & validation (IV&V); business/data/systems analysis, supply chain management, and logistics; organizational change management (OCM); unemployment insurance and tax services
Membership and networks in local professional staffing associations
PHR/SPHR certification desired
Sourcing experience with local universities preferred
Must possess a BA/BS in an applicable field; masters’ degree preferred
Experience using Microsoft Office products, specifically Outlook, Word and Excel
Experience using Microsoft SharePoint strongly preferred
Qualified candidates must also have superior aptitude for analytical concepts, oral and written communication skills, customer focus, teamwork abilities, integrity, and relationship-building skills. Time management skills are a must, as well as the ability to be flexible and creative. Demonstrated leadership ability is a plus.
This opportunity is located in our home office, in Herndon, VA. Light travel (5%) is required for this role.
