Early Head Start Parent Child Educators: Help Parents Make a Difference in the Lives of their Children!

Eastern Washington University has an immediate opening for a Parent Child Educator (i.e. home visitor) in Newport, WA. Additionally, we are creating a hiring pool to fill possible temporary or permanent Parent Child Educator (PCE) positions in and around the city of Colville and in far South Stevens County, Washington.

What is EWU Early Head Start?

The EWU Early Head Start program's mission is to help Parents Make a Difference in the Lives of their Children by actively engaging parents, families and communities as they prepare their infants and toddlers for Success in School by:

---Promoting healthy and responsive social-emotional relationships for each child,
---Supporting each child's physical well-being, and by
---Growing each child's early learning, language and literacy and cognitive abilities.

Basic Functions and Responsibilities: PCEs work in partnership with pregnant women and parents of infants and toddlers (birth to three) to help them fulfill their parenting responsibilities as their child's first and most influential teacher, primary nurturer and advocate for their child's health and well-being.

The PCE position provides comprehensive child health and development and parent support services in the family's home each week all year round. Caseloads per PCE include 10 to 12 infants, toddlers and pregnant women. In addition, each PCE organizes and facilitates a minimum of 2 socialization experiences each month.

Some of the Primary Responsibilities of the Parent Child Educator include:

  • Work in with a multi-disciplinary team to plan and carryout comprehensive and integrated home-based Early Head Start services that are individualized to address the strengths and needs of each child and family.
  • Provide education, information, resources and support to parents and children
  • Plan and implement 90-minute weekly home visits utilizing EWU EHS approved curriculum and materials
  • Recruit and maintain a full caseload of EHS eligible infants, toddlers and pregnant women as well as waiting lists of eligible children and families to fill vacant slots

Conditions of Employment: 

These positions are located in approximately a 20 mile radius around the city of Newport or Colville, or in South Stevens County. This position requires services be delivered in the homes of program families, some of which are located in unincorporated areas. The position requires daily use of an insured personal vehicle.

Minimum Qualifications:

Home visitors must have knowledge and experience in:

  • child development and early childhood education;
  • the principles of child health, safety, and nutrition;
  • adult learning principles; and family dynamics. They must be skilled in communicating with and motivating people. In addition, they must have knowledge of community resources and the skills to link families with appropriate agencies and services.

Successful candidate must demonstrate strong written and verbal communication skills and should have experience with Word, Internet Explorer and e-mail.

Additional required qualifications include: A minimum of 1 year work or volunteer experience working with very young children and their families in a human service setting. Demonstrated high degree of interest, ability and/or experience promoting cultural competency and/or diversity

Qualifications Strongly Preferred: 1. An AA, BA or advanced degree in child development, education, social sciences or in a related field of study. Transcripts and course descriptions must be submitted with the application OR 2. A CDA in home visiting or infant/toddler care (copy of CDA must be submitted with the application) OR 3. A 1 year ECE certificate (birth to 5) (copy of certificate must be submitted with the application along with unofficial transcripts)

Additional Qualifications Preferred: 1. Work experience in Early Head Start or Head Start; with special preference given for those with home visit experience 2. Past or present Head Start and Early Head Start parents are especially encouraged to apply 3. Work or volunteer services in Ferry, Stevens or Pend Oreille counties
